The annoying thing is the first time I tried to install (Thursday daytime) I got home from work and it was on about 50% downloaded but I wanted to play other stuff (not a super fast connection here) so as I have done on all other installers, I just closed it without thinking anything of it! The first time it crashed for me the download started all over from 0%, but the next 3 times it continued from where it crashed. Just go to the task manager, kill agent.exe again, delete \ProgramData\ again, and restart launcher.
If you can't delete it you have to open the Task Manager and kill the Agent.exe application. Delete C:\ProgramData\ folder if it still exists.
Disable firewall and remove router if possible just to make sure those are not the ones causing the problem.It also works for the "Updating files." progress bar error.
